In the early 1960s, the former Czechoslovak State Railways (CSD) required new, powerful electric goods locomotives for the 3 kV DC system in the north and east of the country. As a prototype, a locomotive from the E 499.1 class, which was under construction, was modified for goods train service. With a continuous power output of 2,032 kW, they achieved a maximum speed of 90 km/h. Skoda delivered a total of 85 E 469.1 class locomotives to the Czechoslovak State Railways.
